Yes, he's leaving, but there is no way a petition will help. They have already cast Jewel Staite as a new doctor (although not a main character as Paul was). They have their reasons and they are not going to change their minds. Stargate is one of the best shows for listening to their fans, but they would not make such a big change if they didnt have a good reason.
