Lowe co-scripted such highly regarded silent productions as Under Two Flags (1922) and The Hunchback of Notre Dame (1923), and in the early talkie era worked on the classic chiller Vampire Bat (1933). He served as a producer at Fox studios during its merger with 20th Century in 1935. Lowe then moved to Paramount, where he wrote and produced three of that studio's "Bulldog Drummond" pictures.
