There are a lot of older horror movies that will probably make the list after I see them, but for now, this is all I have.

1
A Nightmare on Elm Street (1984,  R)
A Nightmare on Elm Street
Freddy Krueger = the greatest slasher film villain of all time.
2
Seven (Se7en) (1995,  R)
Seven (Se7en)
God, this movie is so good. I could watch it a thousand times, and the ending would still have me on the edge of my seat every time. Great performance by Kevin Spacey.
3
Sleepy Hollow (1999,  R)
Sleepy Hollow
My favorite Burton film!
4
Halloween (1978,  R)
5
The Silence of the Lambs (1991,  R)
The Silence of the Lambs
A near-perfect film. So much better than the sequels/prequels that succeeded it. Anthony Hopkins' performance as Hannibal Lecter is one of the most powerful in cinematic history, and he's only onscreen for a total of seventeen minutes.
6
The Shining (1980,  R)
7
Psycho (1960,  R)
8
Scream (1996,  R)
Scream
The first is the best.
9
The Descent (2006,  R)
10
Hannibal (2001,  R)
Hannibal
Nowhere near as good as Silence of the Lambs but still pretty enjoyable, in a disgusting sort of way. Anthony Hopkins is always awesome as Hannibal Lecter.
11
Scream 2 (1997,  R)
12
Wes Craven's New Nightmare (1994,  R)
Wes Craven's New Nightmare
The second-best Nightmare movie after the original. I wish they'd make more like this... Freddy was actually scary for a change.
13
Nosferatu, eine Symphonie des Grauens (Nosferatu, a Symphony of Horror) (Nosferatu the Vampire) (1922,  Unrated)
Nosferatu, eine Symphonie des Grauens (Nosferatu, a Symphony of Horror) (Nosferatu the Vampire)
Incredibly atmospheric and visually creepy silent vampire film. The primitive special effects and overall agedness of Nosferatu work to make it seem especially eerie when compared to more modern horror.
14
Das Cabinet des Dr. Caligari. (The Cabinet of Dr. Caligari) (1920,  Unrated)
Das Cabinet des Dr. Caligari. (The Cabinet of Dr. Caligari)
Absolutely brilliant.

Dawn of the Dead (1979,  R)

21
The Wolf Man (1941,  Unrated)
22
Ravenous (1999,  R)

Shadow of the Vampire (2000,  R)
24
The Exorcist (1973,  R)
25
The Exorcist III (1990,  R)
26
The Mist (2007,  R)
27
The Bride of Frankenstein (1935,  Unrated)
28
The Body Snatcher (1945,  Unrated)
The Body Snatcher
A well-written and atmospheric little Victorian horror drama. Features probably Karloff's best performance next to the Frankenstein monster.
29
The Black Cat (1934,  Unrated)
The Black Cat
I would have given this film three stars, but Bela and (especially) Boris bump it up a notch. Great, creepy acting and atmosphere make up for a slightly ridiculous story.
30
The Invisible Man (1933,  Unrated)
31
House On Haunted Hill (1959,  Unrated)
