Following a presentation of the new machine to the public, Count Basil Zegellhoff tries a number of times to steal the machine with the help of a criminal called The Scorpion. Once they succeed in the theft they realize that an important part of the ray is missing so the two heartless outlaws embark on a reign of terror in order to gain the missing part.
