Definitely not as good as the tv show - but of all the Sabrina movies, this was the better one. (I am still trying to block Sabrina down under from memory! ).
This suffers from the same problem the later episodes of Sabrina had - none of the supporting characters are there apart from Salem. Though Melissa Joan Hart is likable, she can not quite carry the character on her own (plus, the writing is pretty poor).
Here we have Sabrina visiting Rome at the request of her father for some flimsy reason involving a locket. (does it matter why?! Whole thing is just an excuse to milk the series and maybe take a vacation in the process!). There is a new character, Gwen, another teenage witch, who is never seen again after this movie, but is sweet enough. Also a bit of romance for Sabrina.
It's not a brilliant movie and a rewatch of half of it reveals I am too old for this crap! But maybe if you liked the series, you might like this. (Might!). For fans only.
