Troubled police officer Roger (Mikael Persbrandt) is on the brink of a breakdown, and his pal Bo (Reine Brynolfsson) gets an order to find out the problem. Roger relates how he almost prevented Palme's murder, and the tale then flashes back to the beginnings of the conspiracy and the killer (Michael Kitchen) in Malta.
