Got 40mins into it and stopped. Terrible acting, terrible writing. An embarrassment to any involved.

I thought it was pissweak.
The main protagonist was double minded and unstable. Not a serial killer. Just a cock up artist. Unconvincing portrayal of someone who didn't like children being targets of crime, but couldn't work out the details. I guess that makes it poorly written.
Why didn't they build the characters faults and weaknesses into the plot? The victims were let off the hook without so much as a whimper, except for the girl, who couldn't make up her mind what she believed about her abusive husband. I didn't believe her when she was facing death, and, come on, how could that woman carry out these atrocities without building up a sweat. Hmmm, should have turned it off, shouldn't I?
